SB4 Summary

• Transfers appointment authority for county human resources directors from county boards to the Commissioner of the State Department of Human Resources, effective October 1, 2016.

• County directors must be appointed pursuant to the State Merit System law, with the commissioner able to request county or statewide registers of eligible candidates.

• Eliminates provisions allowing county boards to reimburse board members for traveling and other expenses incurred while attending meetings or conducting department business.

• County boards retain their seven-member composition and advisory role but no longer appoint directors; existing directors serve in acting capacity until new appointments are made under state merit system.

• Maintains county board authority to meet with the director and discuss community needs, economic conditions, and welfare program improvements.
