• Permits municipalities in Baldwin County to incorporate a toll road and bridge authority as a public corporation for constructing and operating toll roads and bridges within the municipality.

• Authorizes the authority to issue revenue bonds to finance projects, with bonds not constituting debt or liability of the municipality.

• Allows Baldwin County, its entities, municipalities, and the State of Alabama (including the Department of Transportation) to participate in and provide funding to the authority.
