SB409 Summary

• Proposes a constitutional amendment to the Alabama Constitution of 1901 relating to Birmingham city council member compensation.

• Annual salary for each city council member shall be set and adjusted every four-year term by the State Personnel Board based on the city's median household income rounded up to the nearest thousand, effective January 1 of each new term.

• All city council members receive $10,000 per year for official duties expenses, with no additional reimbursement allowed except for official travel outside the city at the same rates as city employees.

• The City Council President cannot discriminate between council members regarding timely reimbursement of authorized expenses, and the council cannot increase or enlarge compensation beyond what the amendment provides.

• Compensation provisions take effect beginning with the term following the 2017 municipal election, subject to voter approval through a general election held in accordance with state law.
