Establishes the Governor's Office of Minority Affairs by statute to advise the Governor on issues affecting minorities and women in areas including education, health, economics, housing, employment, civil rights, criminal justice, and race relations.

Creates the position of Director of the Governor's Office of Minority Affairs as a cabinet-level position appointed by and serving at the pleasure of the Governor.

Designates the director to serve as liaison between minority communities and the Governor, with duties including conducting community outreach, ensuring equal access to services, encouraging public debate on minority issues, and monitoring legislation and programs serving minority populations.

Creates the Advisory Board on Minority Affairs comprised of representatives from various racial and ethnic communities, female representation, state government officials, and education and workforce experts to serve in an advisory capacity to the director.

Act becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
