Proposes a local constitutional amendment to authorize municipalities in Baldwin County to incorporate a toll road and bridge authority as a public corporation.

Allows the toll road and bridge authority to issue revenue bonds for financing projects, with bonds not constituting debt or liability of the municipality.

Permits the Legislature to establish by general or local law the authority's membership, powers, duties, and other necessary provisions, including criminal penalties for toll non-payment.

Allows Baldwin County, its entities, municipalities, and the State of Alabama (including the State Department of Transportation) to participate in and provide funding to support the authority's purposes.

Election on the proposed amendment shall be held in accordance with Amendment 555 to the Constitution of Alabama of 1901 and state election laws.
