Adds Section 2-26-3.1 to the Code of Alabama 1975 to establish state-level jurisdiction over seed regulation as a matter of statewide concern.

Grants exclusive jurisdiction over all seed-related matters to the Board of Agriculture and Industries and the Commissioner of Agriculture and Industries.

Prohibits counties, municipalities, and other political subdivisions from enacting any laws, ordinances, rules, regulations, or resolutions that regulate seed cultivation, harvesting, production, processing, registration, labeling, marketing, sale, storage, transportation, distribution, possession, notification of use, or planting.

Declares any local law, ordinance, rule, regulation, or resolution that conflicts with, supplements, or adds to state seed regulations to be invalid and of no effect.

Takes effect immediately upon passage and approval by the Governor or upon becoming law by other means.
