Terminates adoption and implementation of Common Core Standards (also known as Alabama College and Career Ready Standards) in K-12 public schools, effective immediately.

Directs State Board of Education to replace Common Core Standards with pre-Common Core courses of study for Math (in place until May 2011) and English Language Arts (in place until May 2012) for the 2016-2017 school year, known as "Transition Standards."

Requires State Board to update Transition Standards based on pre-Common Core standards that ranked in top 10 percent nationally, with resulting "Alabama Ahead Standards" to begin in 2017-2018 school year.

Directs termination of federal flexibility waiver agreement with U.S. Department of Education related to Elementary and Secondary Education Act.

Prohibits adoption of any national standards from any source (including Next Generation Science Standards, History Standards, Social Studies Standards, or Sexuality Standards) and prevents state participation in consortiums that would cede control of Alabama education standards; grants any Alabama citizen standing to sue for enforcement.
