Defines "traffic stops based on racial profiling" as detention or disparate treatment of a motorist solely on the basis of race or ethnic status, and prohibits law enforcement officers and agencies from engaging in such stops.

Requires municipal police departments and the Alabama Law Enforcement Agency to adopt written policies prohibiting stops, detention, or searches based solely on race, color, ethnicity, age, gender, or sexual orientation by January 1 following the effective date.

Mandates recording and retention of traffic stop statistics including number of stops, demographic characteristics of persons and officers involved, alleged traffic violations, and outcomes (warnings, citations, arrests, or searches) using forms developed by the Attorney General.

Requires municipal police departments and the Alabama Law Enforcement Agency to provide copies of complaints alleging violations to the Attorney General and submit annual summary reports beginning two years after the effective date.

Authorizes the Attorney General to recommend withholding of funds from non-compliant agencies until they complete appropriate racial profiling training and to report findings and recommendations to the Governor and Legislature.
