Secretary of State and Alabama Law Enforcement Agency shall establish a program to provide electronic records from driver's license and nondriver identification card issuance and renewals, including legal name, age, residence, citizenship information, and electronic signature.

Electronic records and signatures from driver's license or identification card applications constitute completed voter registration applications for qualified persons not already registered to vote.

County boards of registrars shall register eligible persons and issue certificates of registration, except during the 14-day period prior to any election.

When an elector changes their address during driver's license renewal, the new address shall be provided to the appropriate board of registrars and a new certificate of registration issued if appropriate.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
