Prohibits governmental entities from contracting with business entities unless the contract includes a representation that the business is not currently engaged in, and an agreement that it will not engage in, boycotts based on race, color, religion, gender, national origin, or based on a jurisdiction with which the state can enjoy open trade.

Defines "boycott" as blacklisting, divesting from, or refusing to deal with a person or business entity when the action targets protected characteristics or targets entities doing business with World Trade Organization members or countries with which the United States has free trade agreements.

Applies to contracts governed by Title 39, Chapter 16 of Title 41, Code of Alabama 1975.

Creates two exceptions: contracts are not required to comply if a non-certifying business offers goods or services for at least 20 percent less than the lowest certifying business entity, or if the contract has a total potential value of less than $15,000.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
