AL SB86

Prohibits public institutions of higher education, local boards of education, and public schools from expending public funds to advocate for or against statewide and local ballot measures, regardless of whether the expenditure serves a public purpose.

Defines prohibited activities as those enumerated in Section 17-17-5(b)(1), Code of Alabama 1975, when the purpose is to advocate voter action on ballot measures.

Allows public entities to provide neutral information on ballot issues that does not advocate for a specific voter action.

Permits contributions or dues payments to trade associations in which the public entity is a member.

Becomes effective on the first day of the fourth month following passage and approval by the Governor.
