• Proposes an amendment to Amendment 617 of the Alabama Constitution to allow state parks with overnight lodging or golf courses to be operated by non-state entities instead of exclusively by the Department of Conservation and Natural Resources.

• Authorizes issuance of general obligation bonds not exceeding $110,000,000 total: $104,000,000 for state parks system improvements and $6,000,000 for public historical sites and parks.

• Requires any lake acquired with bond proceeds to maintain a minimum 600-foot buffer between shoreline and private property, with water sales revenue repaid to the Department of Conservation and Natural Resources at the debt service rate.

• Directs the Alabama State Parks System Improvement Corporation and Alabama Public Historical Sites and Parks Improvement Corporation to encourage utilization of businesses reflecting the state's racial and ethnic diversity in bond and construction activities.

• Requires voter approval through a referendum in accordance with state election laws and sections of the Alabama Constitution.
