Amends Code of Alabama Section 23-1-40 to authorize the Department of Transportation to enter into construction and financing agreements with public and private entities for roads, bridges, tunnels, and related work under the department's jurisdiction.

Allows the department to contract with various parties including individuals, corporations, partnerships, joint ventures, limited liability companies, federal government, and other governmental entities for project delivery.

Permits alternative delivery methods including design-build, design-build-operate, design-build-own-operate-maintain, design-build-finance-operate-maintain, and leases, licenses, franchises, or concessions for project development and operation.

Applies only to projects with estimated, projected, or budgeted construction costs of at least $100,000,000 and prohibits grouping projects more than one mile apart to meet the threshold; excludes asphalt pavement resurfacing projects.

Requires the department to develop procedures for implementing these provisions, including proposal content, selection criteria, prequalification, evaluation, negotiation, and award processes based on qualifications, best value, or both.
