Proposes a constitutional amendment authorizing the display of the Ten Commandments on state property and property owned or administrated by public schools and public bodies in Alabama.

Guarantees every person the liberty to worship according to their own conscience and prohibits compulsion to attend or support any place of worship or minister.

Prohibits any diminishment or enlargement of civil and political rights, privileges, or capacities based on a person's religious beliefs.

Requires Ten Commandments displays to comply with constitutional requirements by being intermingled with historical or educational items in a larger display.

Prohibits expenditure of public funds in defense of the constitutionality of this amendment and requires an election on the proposed amendment to be conducted per state election laws.
