SJR105 Summary

• Establishes the Alabama Healthy Food Financing Initiative Study Commission composed of two state senators (one from minority party), two state representatives (one from minority party), two members from Alabama Grocers Association (wholesale and retail representatives), and designees from VOICES for Alabama's Children, Department of Economic and Community Affairs, Governor's office, Alfa, and American Heart Association.

• Requires appointing authorities to ensure commission membership reflects the state's racial, gender, geographic, urban, rural, and economic diversity.

• Commission shall conduct a scan of federal, state, and local healthy food financing programs nationwide to identify best practices and consult with retailers and wholesalers to identify potential grocery store and healthy food retail projects for development in Alabama.

• Commission must develop a Healthy Food Financing Retail Project Pipeline examining projects based on development costs, business feasibility, retail format and size, and readiness for capital investment.

• Commission shall report findings and proposed legislation to the Speaker of the House and President of the Senate no later than the 10th day of the 2017 Regular Session, after which it shall be dissolved; legislative members receive standard compensation and travel expenses.
