Adopts Joint Rule 8.1 establishing that communications between legislative service directors/employees and authorized individuals requesting services are privileged and confidential.

Covers requests and all related materials to the Legislative Reference Service, Legislative Fiscal Office, and Alabama Law Institute, including the fact that a request was made and any work product arising from the request.

Privilege is waived only when the requesting individual instructs the service to release the material.

Introduction of a bill prepared by the Legislative Reference Service or Legislative Fiscal Office waives privilege only regarding the bill's contents, not the underlying request materials.

Allows the three legislative service agencies to consult and cooperate with each other while treating requests from legislators as coming from a single office for privilege purposes.
