• Honors James E. Collins of Tuscaloosa, Alabama, who died on October 27, 2015, at age 74, celebrating his remarkable life and legacy of investing in and mentoring people.

• Collins served 27 years with the Alabama State Troopers, retiring in 1990 with the rank of Sergeant, and subsequently served as Head Golf Coach and Athletic Director at Shelton State Community College.

• As Shelton's golf coach, Collins led the team to a Division II NJCAA National Championship and was named Coach of the Year for NJCAA Region XXII in 1997, 1998, and 1999, and National Coach of the Year for the National NJCAA Division II Tournament.

• Collins was a member of Holy Spirit Catholic Church, past president of the Alabama State Troopers Association, and founding member of the Tuscaloosa Gun Club.

• Senate adopted the resolution on March 3, 2016, and the House of Representatives adopted it on March 8, 2016.
