Recognizes Waggoner's service as Senate Minority Leader (2002-2010) and Senate Majority Leader (elected December 8, 2010), and his work on numerous Senate committees

Notes Waggoner's community involvement including leadership roles with the Birmingham Touchdown Club, Birmingham Tip-Off Club, and various business and civic boards, plus his 2007 induction into the Birmingham-Southern College Sports Hall of Fame
