Addresses struggles of the nation's Public Housing and Section 8 Housing Voucher Programs in performing their mission due to prevailing funding constraints over many years.

Supports balanced regulatory reforms that maintain government oversight, protect resident rights, and enable housing authorities to focus on maintaining quality affordable housing and safe communities.

Requests regulatory relief from Congress and the Department of Housing and Urban Development in consideration of reduced funding for housing authorities.

Directs copies of the resolution to be sent to the President, Speaker and Clerk of the House, President Pro Tempore and Secretary of the Senate, and Alabama's Congressional delegation.
