HB1 Summary

• Requires existing non-volunteer fire departments with paid firefighters on duty 8+ hours per day to install a diesel exhaust system in fire station buildings or on diesel apparatus within 5 years of the effective date.

• Mandates new fire station construction beginning after the effective date to incorporate diesel exhaust system design in the apparatus bay and include a separate sealed room for storing firefighter protective gear.

• Requires fire stations under construction before the effective date without a diesel exhaust system in the design to install one within 5 years of the effective date.

• Requires existing fire stations to install door closure devices and weather stripping on doors between apparatus bays and living/office quarters to prevent diesel exhaust infiltration.

• Specifies four acceptable types of diesel exhaust systems: dilution ventilation, local tailpipe capture, multistage air filtration, or vehicle-mounted filtration systems meeting defined performance standards.

• Requires a 2/3 vote for enactment to be effective for local entities due to increased local expenditure requirements under Alabama Constitutional Amendment 621; becomes effective the first day of the third month following passage and approval.
