• Amends Section 11-88-5 of the Code of Alabama 1975 regarding water, sewer, and fire protection authorities to allow county commissions to waive appointment of additional board directors.

• Permits a county commission in an adjoining county to waive the appointment of any director or directors by resolution when new territory is added to an authority's service area.

• Modifies the requirement that authorities adding territory in another county must add at least one director elected by that county's commission, making such appointments optional rather than mandatory.

• Becomes effective immediately upon passage and approval by the Governor or upon becoming law otherwise.
