HB13 Summary

• Creates a new Class C felony crime for knowingly purchasing or attempting to purchase a firearm with intent to deliver it to another person prohibited by federal or state law from possessing firearms.

• Defines "straw purchase" conduct by prohibiting soliciting, persuading, encouraging, or enticing licensed dealers or private sellers to transfer firearms knowing the transfer would violate state or federal law.

• Makes it a Class C felony to provide materially false information to a firearms dealer or seller with intent to deceive them about the legality of a firearm transfer.

• Exempts peace officers acting in their official capacity or persons acting at the direction of a peace officer from these prohibitions.

• Effective on the first day of the third month following passage and gubernatorial approval.
