HB136 Summary

• Amends Section 11-43A-8 of the Code of Alabama 1975 to allow municipalities using the council-manager form of government to choose between a five-member or seven-member council instead of the standard five-member composition.

• Permits councils to elect by resolution (six months before the municipal election qualifying date) to have either four or six council members elected at large or from single-member districts, with one mayor elected at large in either configuration.

• Requires municipalities with single-member districts to continue using either four or six council members from single-member districts with the mayor elected at large.

• New council members take office on the first Monday in October following the next municipal election in a general municipal election year.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
