HB 141 Summary

• Prohibits public access to fingerprints, photographs, and other records of persons under age 21 charged with a crime who are eligible for youthful offender status until the court determines whether to grant that status.

• Records of persons adjudged youthful offenders remain closed to public inspection unless the person is treated as an adult sex offender under Section 15-20A-35, though courts retain discretion to permit inspection of specific papers or records.

• Grants prosecutors representing the State of Alabama access to fingerprints, photographs, and records of adjudged youthful offenders from court files regardless of jurisdiction.

• Amends Section 15-19-7 of the Code of Alabama 1975 and is cited as "Peyton's Law."

• Becomes effective on the first day of the third month following passage and approval by the Governor.
