Amends Act 99-651 to authorize Mobile County elected officials including the Revenue Commissioner, License Commissioner, Judge of Probate, County Commission, and Sheriff to accept credit card payments for taxes, fees, fines, and penalties.

Clarifies that acceptable credit card types include credit cards, charge cards, and debit cards issued by banks or credit card banks as defined in Alabama Code Section 5-20-3.

Specifies that elected officials may charge users a fee to cover costs of credit card acceptance including information technology, equipment, employees, and processing or transactional fees imposed by credit card companies or banking institutions.

Establishes that agreements with credit card processors may be canceled anytime by the elected official with reasonable notice, and cannot provide discounts from face amount or administrative fees.

Confirms that payers remain liable for underlying obligations if final payment is not received, and elected officials are not personally liable for final collection when acting in accordance with this act.
