Prohibits individuals from fitting or dispensing eyeglasses or eyewear unless they are certified by the American Board of Opticianry, or are a licensed physician or optometrist.

Prohibits individuals from fitting or dispensing contact lenses unless they are certified by both the American Board of Opticianry and the National Contact Lens Examiners, or are a licensed physician or optometrist.

Restricts certified contact lens fitters to fit and dispense contact lenses only under the supervision and authorization of a prescribing licensed physician or optometrist.

Establishes violations as a Class C misdemeanor.

Becomes effective on the first day of the third month following passage and approval by the Governor.
