Establishes the Elections Emergency Act as a new article in Alabama election law to provide procedures for suspending or delaying elections during emergencies.

Authorizes the Governor to suspend or delay any election upon declaring a state of emergency or imminent threat of emergency, including natural disasters, epidemics, terrorism, technological failures, or other conditions substantially impairing voters' ability to exercise their right to vote.

Requires the Governor to reschedule suspended or delayed elections within 10 calendar days of the original election date, with notice published in newspapers and broadcast on radio and television stations at least one week prior.

Directs the Secretary of State to adopt a statewide elections emergency contingency plan containing procedures for notifying officials and the public, conducting rescheduled elections safely, and certifying election returns.

Allows county commissions to establish additional polling places outside affected precincts if the Governor declares a state of emergency on election day, using the original precinct's registration books.
