Registrars serve at the pleasure of appointing authorities and appointing authorities must coordinate appointments to enhance racial, gender, urban, rural, and economic diversity.

Registrars removed for cause by the Secretary of State become ineligible for reappointment for the duration of the term in which removal occurred.

Secretary of State may fill vacancies if left unfilled for more than 90 days (or 30 days within six months before an election).

Board of Registrars must be open during the same hours as the county courthouse and registrars must work a minimum of four business hours to receive compensation.

Secretary of State shall establish a methodology for registrars to track and report hours worked, and may require additional hours within three months before and after elections.
