HB177 Summary

• Creates a new Public Employees' Health Insurance Board (PEHIB) to consolidate governance of the State Employees' Health Insurance Plan and Public Education Employees' Health Insurance Plan, replacing the separate SEIB and PEEHIB boards effective January 1, 2018.

• Establishes board membership of 13 members including 5 ex officio state officials (State Superintendent of Education, Director of Finance, State Health Officer, State Personnel Director, and Secretary-Treasurer of Employees' Retirement System) plus 4 appointed members and 4 elected employee representatives.

• Transfers all property rights, contractual obligations, and powers of the existing boards to the new PEHIB, allowing consolidation of the two health insurance plans.

• Amends 34 sections of Alabama Code to replace all references to SEIB and PEEHIB with references to the Public Employees' Health Insurance Board throughout state law.

• Revises membership of related boards (Public Education Flexible Employees Benefits Board, Health Care Data Advisory Council, Alabama Prescription Cost Initiative Board) to include PEHIB members and removes the separate board representatives.
