Increases maximum attorney fee for guardians ad litem representing children in juvenile dependency cases from $2,500 to $5,000.

Allows trial court and director to waive the $2,500 limit for good cause shown in juvenile dependency cases.

Requires trial court to enter written order specifying factors considered when certifying fees exceeding $2,500, with absolute maximum of $5,000.

Maintains existing fee structure for other case types (capital offenses unlimited, Class A felonies $4,000, Class B felonies $3,000, Class C/D felonies $2,000, other cases $1,500).

Becomes effective on the first day of the third month following passage and approval by the Governor.
