• Maintains existing photo identification requirements for all other voters, including driver's licenses, passports, military ID, and the Alabama photo voter identification card.

• Preserves exemptions for electors entitled to vote by absentee ballot under federal law, such as the Uniformed and Overseas Citizens Absentee Voting Act.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
