Authorizes persons applying for or renewing a driver's license, nondriver identification card, vessel license, or learner's permit to voluntarily provide emergency contact information to the Alabama State Law Enforcement Agency.

Emergency contact information shall be stored in agency records and made available to law enforcement personnel for contact when law enforcement deems it in the best interest of the licensee or card holder.

Requires implementation to begin January 1 following the effective date of the act.

Grants the Alabama State Law Enforcement Agency authority to adopt rules necessary to implement the act.

Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
