HB189 Summary

• Replaces the existing postcard-based voter address verification system with a process using change-of-address information from the United States Postal Service through its licensees, effective February 2021.

• Secretary of State or local boards of registrars must send forwardable notice with prepaid return card within 90 days of identifying address changes, allowing voters to verify or correct their current address.

• Voters who fail to respond within 90 days must complete a voter registration update form before voting, and their status changes to inactive in the statewide voter registration database.

• Voters who do not update registration or vote within two federal election cycles after notice is mailed are removed from the eligible voter list.

• Secretary of State may promulgate implementing rules and act as agent for boards of registrars; removed voter names must be published in accordance with Section 17-4-10.
