Establishes a two-year statute of limitations for inverse condemnation actions against the state, measured from the date the property was appropriated for public use.

Amends Section 6-2-38, Code of Alabama 1975, to add inverse condemnation claims to the list of actions with specific time limits.

Provides that if a judgment is entered and subsequently reversed or arrested on appeal, the plaintiff may recommence the action within one year, even if the original limitation period has expired.

Does not apply retroactively to civil actions commenced before the act's effective date.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
