Appropriates $10,595,439 from the Education Trust Fund to Tuskegee University for the fiscal year ending September 30, 2018 to support and maintain the institution's educational program.

Designates at least $2,000,000 of the appropriation for agricultural research and extension service state match.

Requires submission of an operations plan with goals and measurable performance indicators and an audited financial statement for fiscal year 2016 prior to fund release by the Director of Finance.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report citing meaningful measures of program effectiveness and costs.

Becomes effective October 1, 2017.
