Appropriates $882,997 from the Education Trust Fund to Talladega College in Talladega, Alabama for fiscal year ending September 30, 2018.

Appropriation is subject to provisions of the Budget and Financial Control Act and The Budget Management Act of 1976, Code of Alabama 1975.

Requires submission of an operations plan for fiscal year 2018 with goals and measurable performance indicators, approved by the Director of Finance, before funds are released.

Requires submission of an audited financial statement for all operations during fiscal year 2016 before funds are released.

Mandates quarterly reports comparing actual expenditures and accomplishments to planned amounts, plus an end-of-year performance report to the Director of Finance, with copies forwarded to the Legislative Council.
