HB2 Summary

• Prohibits the Commissioner of the Department of Human Resources from requesting federal waivers of work requirements for able-bodied adults without dependents receiving SNAP benefits.

• Requires able-bodied adults without dependents (ages 18-49 with no dependents and not disabled) who receive SNAP to work at least 20 hours per week, participate in a work training program, or perform volunteer community service.

• Mandates the Department of Human Resources develop a work training program that includes an Individual Employment Plan with components such as education, job skills training, and job counseling.

• Allows recipients who lose employment or program participation to receive benefits for an additional three consecutive months without work requirements, limited to once per 36-month period.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
