Amends Section 13A-11-240 of the Code of Alabama 1975 to add a specific definition of "shelter" for animal cruelty laws involving dogs and cats.

Defines shelter as a measure protecting a dog or cat regularly maintained outdoors from elements including heat, cold, wind, and water.

Requires shelter to be a commercially manufactured or constructed structure with a roof, three sides, and a floor that is structurally sound, enables the animal to remain dry and clean, provides adequate freedom of movement, and is properly ventilated and periodically cleaned to minimize health hazards.

Applies to prosecutions for second-degree cruelty to dogs or cats based on deprivation of necessary shelter.

Takes effect immediately upon passage and approval by the Governor.
