Amends Section 32-5A-80 of the Code of Alabama 1975 to require vehicles on interstate highways to remain in the right lane unless passing another vehicle.

Prohibits vehicles from remaining in the leftmost lane of interstate highways for more than 1.5 miles without completely passing another vehicle.

Provides exceptions allowing use of the leftmost lane during traffic congestion, inclement weather, hazardous conditions, compliance with traffic control devices, left exits, toll payment, emergency vehicles, and highway maintenance or construction operations.

Authorizes law enforcement to issue only warning citations for violations during the first 60 days following the effective date.

Becomes effective on the first day of the third month following passage and approval by the Governor.
