Amends Section 13A-5-40 of Alabama Code to add murder of a firefighter or other first responder in the line of duty as an enumerated capital offense.

Defines "first responder" to include persons certified to provide emergency medical services, paid or volunteer firefighters, emergency medical technicians, ambulance drivers, paramedics, and animal control officers.

Capital offense applies when the firefighter or first responder is responding in the line of duty to an accident, disaster, emergency, or other call for assistance.

Bill is excluded from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime.

Effective date is the first day of the third month following passage and approval by the Governor.
