Applies exclusively to Class 2 municipalities in Alabama.

Authorizes Class 2 municipalities to permit low-speed vehicles (including golf carts and concierge carts) on designated municipal streets under limited circumstances and conditions.

Requires municipalities to assess traffic speed, volume, and character before authorizing low-speed vehicle operation on roads or streets.

Restricts operation to licensed drivers only, between sunrise and sunset (unless municipality approves nighttime operation with required safety equipment including headlights, brake lights, turn signals, and windshield).

Permits low-speed vehicles to cross state highways only at intersections with designated municipal streets and only after state Department of Transportation approval of crossing location, design, and safety devices.

Authorizes municipalities to impose civil penalties for violations of the act or local ordinances adopted under it.

Becomes effective immediately upon passage and Governor approval or upon otherwise becoming law.
