• Adds Section 34-11-35.1 to the Alabama Code to clarify the State Board of Licensure for Professional Engineers and Land Surveyors' rule-making authority regarding state and federal antitrust laws.

• Establishes legislative intent that the board's primary goal is to prioritize public health, life, safety, property, and welfare in regulating engineering and land surveying practices.

• Permits the board to adopt anti-competitive rules that prioritize public health, life, safety, property, and welfare, and immunizes the board and its members from liability under state and federal antitrust laws for such rules.

• Limits board rules to supplementing or clarifying statutory definitions of engineering and land surveying practice, but prohibits rules that conflict with existing statutes.

• Takes effect immediately upon passage and approval by the Governor, and does not expand rights or duties beyond those existing before the N.C. State Board of Dental Examiners vs. FTC Supreme Court ruling (2015).
