Adds Section 34-11-35.1 to the Alabama Code establishing legislative intent that the State Board of Licensure for Professional Engineers and Land Surveyors may adopt rules prioritizing public health, life, safety, property, and welfare even if those rules are anti-competitive.

Authorizes the Board to require qualification-based selection processes consistent with state procurement law (Section 41-16-72) for both public and private contracts, despite potential anti-competitive effects.

Permits the Board to define and regulate engineering and land surveying practices in ways that prioritize public safety and welfare, provided rules supplement rather than conflict with existing statutory definitions of professional practice.

Clarifies that the bill does not expand or constrict individual rights or Board member duties beyond those existing before the 2015 U.S. Supreme Court decision in N.C. State Board of Dental Examiners v. FTC.

Takes effect immediately upon passage and approval by the Governor.
