Amends Section 19-3-87 of the Code of Alabama 1975 to change where unclaimed fiduciary funds are paid after remaining unclaimed for five years.

Redirects unclaimed fiduciary fund balances held by clerks of court, probate judges, or sheriffs to be paid to the clerk of the circuit court instead of the county treasury.

Requires separate accounting of all payments to the clerk of the circuit court, with designations to identify each transaction.

Allows any person entitled to unclaimed amounts to recover funds within 10 years after payment to the clerk of the circuit court by obtaining a court order.

Becomes effective on the first day of the third month following passage and approval by the Governor.
