• Establishes a separate licensure category for natural hair stylists in Alabama under the Board of Cosmetology and Barbering.

• Defines "natural hair styling" as cleansing, weaving, extending, locking, braiding, or arranging hair without cutting, coloring, permanent waving, relaxing, or chemical treatments.

• Requires natural hair stylist applicants to complete at least 210 clock hours of instruction in a licensed school OR 420 clock hours of apprenticeship in a licensed shop under supervision of a licensed cosmetologist or natural hair stylist with at least 5 years of experience.

• Permits persons already practicing natural hair styling as of August 1, 2013, to obtain licensure upon payment of applicable fees by January 28, 2014, without meeting the 5-year supervisory requirement.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
