Creates the Alabama Job Creation and Military Stability Commission with the Lieutenant Governor as chair and the Senate President Pro Tempore and House Speaker as vice chairs.

Commission membership includes 2 House members, 2 Senate members, the Adjutant General, Secretary of State Law Enforcement Agency, Secretary of Commerce, Director of Economic and Community Affairs, 4 retired senior military members (one for each major Alabama military facility), and 4 civic leaders with military relocation experience.

Commission shall study and evaluate all Department of Defense personnel, assets, equipment, infrastructure, and civilian contractors in Alabama, and assess re-stationing or reorganization of military resources within or outside the state.

Commission must make annual reports to the Legislature beginning in 2018 detailing activities and recommendations, and cannot alter the purpose or role of existing military community organizations.

Work of the commission is supported by the Military Stability Foundation, a nonprofit corporation, whose documents are exempt from public records disclosure.
