TNCs must obtain a $5,000 annual permit from the Public Service Commission to operate in Alabama; TNCs operating before the effective date may continue until the commission establishes a permit process and deadline.

TNCs must collect a 1 percent local assessment fee on gross trip fares for rides originating in the state, with the Public Service Commission retaining up to 50 percent for administrative costs and distributing the remainder quarterly to relevant municipalities and counties based on ride origin.

TNC drivers must pass local and national criminal background checks, cannot have more than three moving violations in three years or certain major violations, cannot have felony convictions within seven years, must be at least 19 years old, and must possess valid driver's licenses and vehicle registration.

TNCs must provide fare transparency before rides begin, display driver photos and vehicle license plates, transmit electronic receipts with trip details, maintain nondiscrimination policies, and cannot require business licenses or impose local taxes on TNCs, drivers, or vehicles for providing prearranged rides.

Municipalities may prohibit TNC operations by ordinance but cannot impose taxes or licensing requirements on TNCs; exceptions apply to municipalities with existing TNC ordinances or those adopting ordinances within 90 days of the act's effective date, and the City of Bessemer is exempt.
