Provides civil immunity from liability for vehicle damage to persons who forcibly enter a motor vehicle to rescue a child or incapacitated person, provided all specified conditions are met.

Rescuer must determine the vehicle is locked or the person cannot exit without assistance, and must have good faith belief that the person is in imminent danger of harm based on known circumstances.

Requires notification of law enforcement or 911 before or immediately after entering the vehicle, and limits force used to only what is necessary for entry and removal.

Rescuer must remain with the rescued person in a safe location near the vehicle until law enforcement or other first responders arrive.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
