• Imposes a $200 civil penalty on drivers convicted of driving 25 miles per hour or more over the posted speed limit when the posted limit is 50 mph or greater; offenders classified as "super speeders."

• Alabama Law Enforcement Agency must notify offenders of the penalty within 30 days of conviction; failure to pay within 90 days results in driver's license suspension plus an additional $50 reinstatement fee.

• All collected civil penalties deposited monthly into the Highway Traffic Safety Fund and distributed as follows: 33.33% to Motor Vehicle Replacement Fund, 60.33% to Highway Traffic Safety Fund (one-third for first responder communications, two-thirds for additional state troopers), and 6.34% to Alabama Peace Officers' Annuity and Benefit Fund.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
