HB3 Summary

• Adds Section 9-11-73 to the Code of Alabama 1975 to authorize nonresident students at Alabama institutions of higher education to purchase resident hunting and fishing licenses.

• Defines eligible nonresident students as those aged 17 to under 24 years old enrolled full-time at an accredited institution meeting federal Higher Education Act of 1965 requirements.

• Permits eligible nonresident students to purchase noncommercial resident hunting, fishing, or combination licenses at the same fee as resident licenses, excluding lifetime licenses.

• Grants eligible nonresident students the same hunting and fishing privileges as resident license holders upon proof of nonresident student status as established by the Department of Conservation and Natural Resources.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
